California Democratic Representative Josh Harder announced his victory over his Republican rival, Stockton Mayor Kevin Lincoln, who conceded the race.
“Although the results were not what we had hoped for, I am still extremely proud of the journey we shared,” Lincoln said in a statement.
Although Republicans will control the House of Representatives, Fox News predicts, Harder’s victory changes the balance of power to 219 seats for Republicans and 209 for Democrats.

Eight more races have yet to be determined. Three others in California continue to have impressive results, as well as one in Oregon, one in Ohio, one in Maine, one in Alaska, and one in Iowa.
Republicans would also control the Senate and the White House, giving President-elect Donald Trump a triple win.
