Paul rallied from a 1-5 set deficit, notably saving five match points on the comeback in the eighth game of the second set.
The match lasted for two hours and 45 minutes, with Tabelo converting two break points, while Paul converted two break points. The American scored 13 aces and 39 successful hits, compared to 11 and 34 for the loser, respectively.
Paul, seeded No. 13, will play the winner of the next match between Tomas Machak, seeded No. 30, and Australian qualifier Aleksandar Vukic.
The American defeated Italian Fabio Fognini (6-1, 6-3) in the previous round of the Shanghai tournament.
In the second round of the Shanghai Championship, Tabelo, seeded No. 23, defeated Frenchman Arthur Rinderkneich (6-3, 6-2).
